Proposals shall be received until 14:00:00 Alberta time, on February 28, 2012.
Utilities regular office hours are 8:30 a.m. to noon and 1:00 p.m. to 4:30 p.m. Monday through Friday inclusive, except statutory holidays.
The County reserves the right to accept or reject any or all proposals and to waive irregularities and informalities at its discretion. The County reserves the right to accept a proposal; other than the lowest proposal without stating reasons. By submitting its proposal, the proposal submitter waives any right to contest, in any proceedings or action, the right to accept or reject any proposal in its sole and unfettered discretion. Without limiting the generality of the foregoing, the County may consider any other factor besides price and capability to perform the work in its sole and unfettered discretion.
