Secondary Suites Grant Program
As part of the Strathcona County Affordable Housing Plan, qualified residents can apply for a for a maximum grant of $15,000 to create a new secondary suite or a maximum grant of $10,000 to renovate an existing suite. Grant applications are accepted on a first comeĀ - first serve basis.
Grant funds represent a maximum of 70 per cent of the total project cost (GST costs will not be reimbursed).
Eligibility criteria
The applicant must have an approved development permit for the project before applying for a grant.
Note: You need to meet with Strathcona County Planning and Development Services staff before you begin your renovations or new construction to discuss applicable bylaws, acts, regulations and requirements associated with your project.
- Two construction estimates from valid contractors must accompany the completed application form.
- Applicants must sign an agreement with the County to ensure rent for the suite does not exceed 85 per cent of market value (as determined by CMHC) for a minimum of five years.
- Applicants must ensure that the suite is rented to a household earning less than 80 per cent of the median income for their household size in Strathcona County for a period of five years.
Approved applicants will receive a letter of intent that specifies the grant amount approved, subject to the suite's completion. Grant funding approval will be revoked if the work is not completed within 12 months of the date on the approved development permit application.
Applicant responsibilities:
The applicant is responsible for:
- all construction contract management
- ensuring contractors have required insurance and have followed all required regulations
- all rental arrangements and property management
- ensuring the tenant affidavit is submitted to the County each year of the agreement on November 1, stating the tenant's rent and length of tenancy in the suite.
Receiving your approved grant
Grant payments will be distributed when the following are complete:
- Strathcona County's final inspection of the suite
- signing of the Secondary Suite Grant Funding Agreement
- submission of:
- final invoices
- proof of insurance for the secondary suite
- the certificate of land title at least 48 days after the applicant or contractor has indicated the suite's construction or renovation is complete
- occupancy declaration
The property must be free of builder's liens and encumbrances prior to grant funding being released.
